The coins are issued as part of the US Mint's America the Beautiful Silver Bullion Coin® Program and America the Beautiful Five Ounce Uncirculated Coin™ Program. Both programs feature three inch coins struck from five ounces of .999 fine silver.

The US Mint releases the bullion coins for investors and sells them through a network of authorized purchasers. These purchasers obtain the coins in bulk from the Mint, then resell them to the public for a small premium above the current spot price of the silver contained within them.

This differs from the uncirculated coins which are struck for numismatic purposes. These coins are initially sold directly to the public by the US Mint for much larger premiums over and above any melt value associated with them.

To differentiate between coins of the two programs, a 'P' mintmark is included on all of the uncirculated coins. It indicates the coin was produced at the US Mint's facility in Philadelphia. The bullion coins are also struck in Philadelphia but contain no mintmark which is standard practice for bullion coins from the US Mint such as the American Silver Eagles.

Designs found on both series are originally created for a third US Mint program, the America the Beautiful Quarters®. This includes the obverse portrait of George Washington and the reverse design emblematic of the site of national interest.

Mount Rushmore Silver Coin Design

Found on the obverse of all America the Beautiful related coins is a portrait of George Washington, the first President of the United States. The portrait is the work of artist John Flanagan. Obverse inscriptions include UNITED STATES OF AMERICA, LIBERTY, IN GOD WE TRUST and QUARTER DOLLAR.

The reverse of the Mount Rushmore Silver Coin depicts workmen in the process of completing the finishing touches of Thomas Jefferson's face. Inscriptions are MOUNT RUSHMORE, SOUTH DAKOTA, 2013, and E PLURIBUS UNUM.  The reverse was designed and executed by United States Mint Sculptor-Engraver Joseph Menna.
